The Solomon Islands Football Federation (SIFF) is responsible for overseeing and promoting football activities within the country. To ensure the smooth operation of all the National Leagues (SIFF Senior Men Super League, Senior Women Premier League, SIFF Futsal Super League, U18 Men and Women Youth Leagues, U15 Men and Women Youth Leagues),  SIFF requires an experienced and dedicated National Leagues Referee Coordinator to manage and oversee all referee-related activities for the national leagues in 2025.

The National Leagues Referee Coordinator is expected to coordinate the allocation of match officials, ensure proper documentation, handle training, and oversee payments and allowances, in addition to reporting and maintaining communication with the SIFF Referee Development Officer.

Duration: Eight (8) Months Contract (2025)
Start Date: 1 March 2025
End Date: 31 October 2025

2. Objectives of the Position

To support the growth and professionalism of refereeing within Solomon Islands football, the National Leagues Referee Coordinator will:

  • Ensure effective allocation and management of referees for all league matches.
  • Maintain accurate and timely records of referee match reports and related documents.
  • Ensure proper payment and allowances to referees.
  • Facilitate referee training and development to meet international standards.

3. Key Responsibilities and Duties

A. Allocation of Match Officials

  • Allocate referees for all match days in all the National Leagues, ensuring the right officials are assigned based on their qualifications and experience.
  • Ensure that there are sufficient referees for all scheduled matches across all divisions.
  • Work closely with match organizers to confirm referee availability and readiness.

B. Registration of Referees in COMET

  • Ensure that all referees are properly registered in the COMET system (or any other required online platform) for the National Leagues.
  • Update the COMET database with relevant information about referees, including qualifications, training, and availability.

C. Match Report Documentation

  • Ensure that all referees complete and submit their match reports on COMET immediately after each match.
  • Verify the accuracy and completeness of match reports submitted by referees.
  • Follow up with referees who fail to submit reports in a timely manner and address any discrepancies.

D. Referee Training Coordination

  • Organize and coordinate training sessions for referees to ensure continuous professional development.
  • Develop a calendar of training sessions that includes theory, practical sessions, and fitness training.
  • Collaborate with the SIFF Referee Development Officer to ensure training programs align with international standards and SIFF goals.

E. Match Day Presence

  • Be present at match venues during all league matches to monitor referee performance, ensure smooth operations, and address any arising issues.
  • Ensure that all match officials are adhering to SIFF and FIFA guidelines on match conduct.

F. Collection of Referee Match Reports

  • Collect completed match reports from referees after each match day in collaboration with relevant League Coordinators.
  • Ensure the timely submission and review of match reports to maintain accurate records for all games.

G. Record Keeping & Payment of Referee Fees

  • Keep accurate records of referee fees and allowances for each match day.
  • Coordinate with SIFF’s financial department to ensure timely payment of referee fees and any other applicable allowances.
  • Ensure that payments are processed according to the terms and conditions set by SIFF.

H. Final Report Preparation

  • Prepare a comprehensive final report at the end of each season summarizing the performance of referees, training programs, and any notable incidents or issues.
  • Submit the final report to the SIFF Referee Development Officer in a timely manner, outlining suggestions for improvements and strategic recommendations for future leagues.

4. Required Qualifications

  • Proven experience in football refereeing, with at least 3-5 years of experience as an active referee.
  • Strong knowledge of the Laws of the Game and football officiating standards.
  • Experience in organizing and coordinating sports-related events or activities.
  • Knowledge of referee registration and reporting systems, particularly COMET or similar platforms.
  • Excellent organizational skills, with the ability to manage multiple tasks and priorities.
  • Strong communication and interpersonal skills to liaise with referees, match organizers, and other stakeholders.
  • Ability to maintain confidentiality and manage sensitive information.

5. Reporting and Accountability

  • The National League Referee Coordinator will report directly to the SIFF Referee Development Officer.
  • Regular updates should be provided through weekly or monthly reports regarding the allocation of referees, training sessions, payment status, and match day activities.
  • The coordinator must submit a detailed final report at the conclusion of the league season for review by SIFF management.
