Transfer window opens today

The mid-season transfer window opens today Monday 26 October and closes on Saturday 7 November 2020 for Solomon Islands Football Federation (SIFF).


SIFF has sort approval from FIFA for another registration period consistent with (i) the guidelines and decisions regarding COVID-19 approved by the Bureau of the Council on 6 April 2020 and (ii) FIFA circular no. 1720 and FIFA Football Regulatory department confirmed that SIFF request to amend its registration period(s) has been granted.


For Telekom S-League clubs, according to the regulations on Player transfers article 8.12, as per provisions within Article 5.4 of the FIFA Regulations on the status and transfer of players, players may transfer between clubs in the Competition at the appropriate transfer window during the season.


However, the TSL board passed a resolution to restrict the number of registered player movement between clubs in the TSL.

At its board meeting convened on Monday 19th October 2020 at the SIFF Academy, the TSL Board has passed for adoption the following Resolution:


 The Third Registration Period being from 26 October to 7 November 2020 (“the Third Registration Period”) approved by FIFA by correspondence dated 6 October 2020 shall be endorsed forthwith. On the basis of the above, the following consequential Resolutions are further adopted that:

 Each participating club shall be permitted to register an unrestricted number of unregistered players for Round 2 of the TSL 2020 during the Third Registration Period.


 An unregistered player who has been duly registered by a participating club during the Third Registration Period shall be eligible to participate and play for his new club during Round 2 of the TSL 2020.

 Any registered player whose registration has been cancelled by a participating club during the Third Registration Period to pave way for the registration of an unregistered player during Round 2 of the TSL 2020 is considered a free agent (an unregistered player). There shall be no further restrictions applied when players falling under this category are registered for and recruited by a participating club during the Third Registration Period for Round 2 of the TSL 2020.


 Transfer of players from one participating club to another for Round 2 of the TSL 2020 shall be permitted but with restrictions.
 Each participating club shall be permitted to register a maximum of up to two (2) registered players from other participating clubs for Round 2 TSL 2020 during the Third Registration Period. Such players are considered as transfer players. Upon satisfaction of registration requirements, transfer players shall be eligible to play for their new club during Round 2 of the
TSL 2020.
 Each participating club shall be permitted to release or relieve from its registration during the Third Registration Period no more than a maximum of 2 registered players where any such player’s de-registration has been effected primarily to enable the transfer of registered players from another participating club.


 Any registered player (player A) whose registration has been cancelled by a participating club primarily to give way for the registration of another registered player (player B) from another participating club, player A shall still be considered as a registered player for transfer purposes.


The Board further adopts the following consequential Resolutions:
 Any movement of a player, which is considered as a transfer from one participation club to another participating club, shall attract an administration fee of SBD$1,000.00; SBD$800.00 of which is payable to the player’s old club by the new club while the sum of SBD$200.00 is payable to the TSL Board by new club.


 The player’s new club shall pay the administration fee of SBD$1,000.00 by 12 noon on Saturday 7 November 2020 being the date Round 2 of the TSL 2020 is scheduled to commence.


 For the avoidance of doubt, the imposition of an administration fee ($1,000.00) is independent of and applies regardless of the application of a development fee outlined below. Failure to pay an administration fee by the deadline being 12 noon on Saturday 7 November 2020 shall render
the transfer player ineligible to play in matches for Round 2 in the TSL 2020.


 The Board approves for adoption the imposition of a development fee of an amount of no more than SBD$10,000.00 mutually agreed upon by clubs as approved by the SIFF Executive at its Executive meeting convened on Friday 9th October 2020:


o A development fee is payable by a participating club (club A) where that club (club A) has facilitated the transfer of a registered player from another participating club (Club B) within the Third Registration Period and the player has been registered to play for his new club (Club A) during Round 2 of the TSL 2020;


o A development fee is applicable and payable where the player concerned has been training and playing for club B for at least the past two TSL seasons.


o A development fee in the amount mutually agreed upon by clubs A and B is applicable and payable by club A to club B within and not later than 15 days from 7 November 2020 being the date Round 2 of the TSL 2020 is scheduled to commence;


o For the avoidance of doubt, non-payment of the development fee by club B shall not affect the eligibility of a player concerned to be fielded by club A in any matches during Round 2 of the TSL 2020, subject of course to the requirement that registration must be completed within or by the end of the Third Registration Period. The TSL Board reserves the right to refer the matter of the non-payment of the development fee as a disciplinary matter to the SIFF Disciplinary Committee.

All transfers of both domestic and international players shall be done with the SIFF Secretariat responsible officer Simon Abana and Competition Manager Siosi Tafoa Junior.
